About the role


Balfour Beatty are currently looking for an Administrator to join our Licensing and Events team within our Living Places department based in Hereford

Balfour Beatty Living Places (BBLP) are responsible for issuing a variety of licences on behalf of Herefordshire County and providing advice & support to local event organisers on matters pertaining to the highway network.

The role is administrative in nature but will require frequent contact with event organisers and members of the public who are applying for licences, as well as regular contact with Parish clerks and councillors. Good communication skills are therefore a very important attribute required in this role alongside being very well organised as the nature of the work can be varied and at times quite busy. There will be occasions where site meetings may be necessary so the ability to dive is also essential.


What you'll be doing


As a Licencing & Events Administrator, you will have the following accountabilities:

Licence Administration
  • Process a variety of licence applications in a timely manner
  • Offer advice and support to licence applicants
  • Attend occasional site visits with licence applicants if required to assess impact of
    granting licenses, such as the placement benches or other structures and
    cultivation licences for the placement of flower beds or bushes within the council
    owned land.
  • Process licence applications for the placement of Skips and Scaffolds on the
    highway.
  • Process applications for dropped kerb licences by private land/house owners.
  • Liaise with Balfour Beatty’s Locality Stewards to undertake any required
    inspections
  • Raising invoices and processing payments received for licence applications
  • Respond to requests for information, complaints and enquiries relating licence applications and event activities.
Supporting Applications for Events
  • Provide guidance to event organisers on matters pertaining to highway traffic
    management and other concerns
  • Attending meetings with and support Herefordshire Councils Safety Advisory
    Group in providing advice relating to the impact of events on the highway network.
  • Liaise with Balfour Beatty’s Streetworks Coordinators to ensure there are no
    clashes between planned events and Streetworks.
  • Administer the raising and Temporary Traffic Regulation Orders that may be
    required for event activities.
  • Liaise with Locality Liaison Coordinator with/for support on community led events and community engagement projects.
  • Adding details of events and licences to public facing mapping system (One.Network).
Abnormal Loads
  • Support the provision of advice regarding the identification of suitable routes for abnormal load movements through Herefordshire.

Who we're looking for


You will have the following:

  • A positive attitude is of primary importance within this role, suiting an individual who can work on their own initiative.
  • Very well organised, with the ability to deal with a variety of multiple ongoing tasks whilst prioritising workload according to demand.
  • Sound interpersonal skills and the ability to communicate effectively, both verbally and in writing, with people from all backgrounds is essential.
  • Flexible and adaptable and able to respond positively to changing circumstances
  • Articulate and pays attention to detail.
  • Demonstrates good emotional intelligence and able to keep calm under pressure
  • On the job training & support will be provided to the successful candidate in any areas required.

Ideal, although not essential:

  • Familiarity with any of the following would be a distinct advantage although training and support will be provided:
    • The Highways Act 1980 or
    • Experience of working in a traffic management role or
    • Experience of working within an event organising role or
  • Familiarity with Herefordshire County
  • GCSE (A to C level) or equivalent including English and Maths
  • Good working level of computer literacy with knowledge of Outlook, Word, Excel
    and PowerPoint (or equivalent packages)
  • A full driving licence would be beneficial.
